Jim Palmer, President
Jim Palmer was born and raised in Orange County, when at the age of 14, he felt called to rescue those who were less fortunate. As President of the Orange County Rescue Mission since 1993, Jim has worked to create long-term self-sufficiency and stability among our county’s homeless. In addition, Jim is President of Hurtt Family Health Clinic, Temecula Murrieta Rescue Mission, and OperationOC, which have been established since Jim’s presidency of OCRM. Jim is widely known as a leader in the field of homeless issues. He believes absolutely in the benefit of collaboration to accomplish a greater good. Jim has been instrumental in effecting lasting positive change in services for the homeless, seniors, veterans, children, families and those who are hurting throughout Southern California.

John R. Luker, CPA, Vice President of Finance
For 9 years, John Luker has been employed by the Orange County Rescue Mission, a non-profit organization serving the Least, the Last and the Lost of Orange County. In this role, John oversees all of the financial affairs of the ministry to comply with state, federal, IRS and ECFA laws and regulations.
Some of the major duties performed in this position are the annual budget, monthly financial statements by department compared to the budget, coordination of all accounts receivable and accounts payable functions, contract billings and the coordination of several audits from outside auditing firms.

David Mandani, Vice President of Measurements and Outcomes
With a Master’s Degree in Social Work from California State University, Long Beach, David Mandani has 14 years of experience in progressively responsible direct practice and nonprofit administration. David’s current responsibilities include the development and implementation of Client Track, a case management software which delivers a suite of online services including innovative tools for data research, simplified contract administration, and paperless record keeping. He sits as a community board member for Azusa Pacific University’s MSW program, and is a member of the Regional CMIS Technical Advisory Board.

Bill Riemer, Vice President of Operations
Born and raised in Southern California, Bill oversees all of the Information Technology, Human Resources, and Operations of Orange County Rescue Mission, Hurtt Family Health Clinic and Temecula Murrieta Rescue Mission facilities, as well as OperationOC. Bill provides the strategic planning necessary to meet the dynamic challenges and opportunities that continue to keep the Orange County Rescue Mission on the leading edge of entrepreneurial service to the homeless. Bill has been a Microsoft Certified Systems Engineer (MCSE) since 1999, and a member of the Coalition of Orange County Community Clinics (COCCC) Information Technology Committee for the past several years.

Georgan Browning, Director of the Village of Hope
For over 16 years, Georgan Browning has served the homeless men, women and children of Orange County through the Orange County Rescue Mission in several leadership capacities. In 2008, Georgan was promoted to the position of Director of the Village of Hope shortly after the opening of this nationally recognized facility. She is responsible for the management and administration of the Village of Hope facilities, residents, clients, staff, volunteers, special events and programs. For the previous five years, Georgan was the Director of Human Resources, and prior to that complex role she was the Controller and Accounting Supervisor.

Melanie McNiff, Director of Development
Melanie has a 15 year background in leadership for ministries with multi-million dollar budgets. Employed for 8 years at Crossroads Christian Church, a mega-church in Corona, CA with over 7500 members, she held a Director’s role within the Disability Ministry, and the Involvement Ministry. She recruited and managed hundreds of volunteers, strategized programs and facilitated events with high-profile national celebrities. At OCRM for the last 7 years, she has used her communications skills developing corporate public relations materials, as well as facilitating fundraising events. Since 2008, Melanie has directed the Development team, which includes Direct Marketing, Foundations, Major Donors, Volunteer, and Emerging Media.
